OBJECTIVE
The NDF support is linked to the Inter-American Development Bank (IDB) newly approved project: “Integration and Urban Coexistence Program (IUCP) (HO-L1088)”. The main objectives of the NDF project are to integrate climate change adaptation actions into the comprehensive neighbourhood upgrading plans in greater Tegucigalpa; as well as to strengthen capacity and the knowledge base of the Honduran institutions about adaptation to climate change.
The NDF support will have four phases: a) Feasibility and site selection phase; b) Planning phase: This phase includes three major sets of activities i) Participatory Climate Change Asset Adaptation Appraisals (PCCA), ii) Rapid Institutional Appraisals (RIA) and the iii) Asset Adaptation Planning Workshops; c) Design phase: The results from the planning phase will be used to design project profiles and Asset Adaptation Plans (AAP) for each neighbourhood under study; and d) Systematization and dissemination.
OUTCOMES
The project will coordinate with national and municipal governments, along with local communities and NGOs, to jointly address the challenges that severe weather events represent to the wellbeing of the urban poor.
The results will be used to prepare: a) Thirteen Asset Adaptation Plans, b) Thirteen project profiles for adaptation measures suitable to the type of neighbourhood that will define the intervention strategy and its associated cost, c) Systematization and dissemination, and d) Strengthening of the Honduran Social Investment Fund.
The NDF component will be implemented by the Honduran Social Investment Fund with technical assistance from the Global Urban Research Centre (GURC) of the University of Manchester.
FINANCING
The NDF funding will be provided as joint co-financing. Total cost of the project will be EUR 13.54 million, of which NDF will provide EUR 240,000, and IDB EUR 13.3 million (USD 17.2 million).
