Objective

The objective of the proposed NDF financing is to support the city of Kigali and its inhabitants to improve climate resilience through better management and flood control measures in urban wetlands.

The following activities would be financed by NDF:

  1. Technical Assistance (TA) services to supervise the implementation of detailed designs for wetland rehabilitation works in Nyabugogo and Rugenge-Rwintare wetlands, environmental and social risk management, monitoring and evaluation, and to develop plans for operation, long-term management, and business development;

  2. Investments in rehabilitation of Nyabugogo and Rugenge- Rwintare wetlands; and

  3. Local monitoring and management, knowledge development, dissemination, outreach and partnerships.

The following outcomes are expected:

  • Improved flood control and management in Kigali through nature-based solutions;

  • Increased number of men, women, and children within the project area benefiting from reduced flood risk;

  • Expanded wetland rehabilitation area for the provision of multiple ecosystem services (flood attenuation, enhanced water quality, biodiversity protection, and recreation);

  • Reduction in social and economic losses due to floods;

  • Improved water quality downstream of the catchment area of the investments;

  • Improved knowledge about best practices for flood prevention and green solutionsfor urban climate resilience;

  • Increased understanding of the cost-effectiveness of different flood-prevention interventions;

 

Financing

NDF grant EUR 10 million. Total RUDP II budget is approximately EUR 153 million.
