OBJECTIVE

The WB Cities and Climate Change Project has the general objective of strengthening municipal capacity for sustainable urban infrastructure provision and environmental management which enhance resiliency to climate related risks. The Cities and Climate Change Project has two main components:

1. Strengthening the municipal sector. This component works with 20 municipalities to enhance capacity for sustainable decentralised urban management. The component will also support the national institutions responsible for the municipal administrative system.

2. Enhancing resilience of strategic coastal cities. The component will provide technical assistance, capacity development and fund infrastructure in key coastal cities.

NDF support is related to and additional to the second component of the project. The focus of NDF support is on developing adaptive capacity at central level and in the municipalities of Beira and Matola. This will generate experience and guidance for building climate resilience into coastal urban planning, vital infrastructure and development elsewhere in Mozambique.

The NDF component will be implemented by the national Agency for Water and Sanitation Infrastructure (AIAS). The NDF funding will be provided as parallel co-financing.

FINANCING

Total cost of the program will be EUR 95.0 million, of which NDF will provide EUR 3.8 million, WB EUR 91.2 million (USD 120 million) and local counterpart financing EUR 0.12 million.
