Short term consultancy assignment for the preparation of NDF support to Mozambique: Developing Capacity for a Climate Resilient Road Sector.

NDF seeks to engage a consultant for a short term assignment of approximately 10 days with the object of improving, in cooperation with relevant stakeholders in Mozambique, the existing NDF draft project document (2014-2017) on Developing Capacity for a Climate Resilient Road Sector in Mozambique linked to the African Development Bank (AfDB) Nacala Road Corridor phase III-project.

For this purpose, NDF now invites interested consultants to submit CVs for NDF’s consideration.

The planned NDF support will serve as a detailed country specific case study for developing knowledge and identifying gaps in the current road sector design practices in a Mozambican context. The World Bank (WB) is at present addressing climate change and rural roads in three provinces and the proposed NDF support will complement the WB support. The specific objective of the proposed NDF support is to develop adaptive capacity of as well as to integrate climate change aspects into planning and design of road transport infrastructure in Mozambique.

The National Roads Administration (ANE) under the Ministry of Public Works and Housing (MPWH) is lead agency for the development of the road network in Mozambique.

The NDF project aims at targeting relevant stakeholders in Mozambique to provide climate-resilient infrastructure through: a) provision of a knowledge database, b) development of design standards and guidelines to improve climate-resilience, environmental and social sustainability of road infrastructure; c) developing the capacity of the Road Authorities in planning, assessing climate adaptation and mitigation financing instruments, implementing and maintaining climate-resilient road infrastructure, environmental and social sustainability; d) conducting workshops to familiarise the regional consulting industry with the approach; e) technical review of some road projects in Mozambique including existing, on-going and planned projects and their linkage with climate change resilience, environmental impacts and inclusive social development.

One international consultant is expected to work for 10 days (including reporting and two travel days) during the first half of September 2013. Knowledge of climate change adaptation issues in the road sector and familiarity with the road sector in Mozambique is a requirement. Knowledge of Portuguese is considered an advantage. Reporting to NDF will be in English.
It should be noted that the consultant selected for this assignment will not be eligible to be awarded contracts for downstream provision of consulting services.
